The Mission further recommends that the Security Council set up a body of independent experts to report to it on the progress of the Israeli investigations and prosecutions. If the experts' reports do not indicate within six months that good faith, independent proceedings are taking place, the Security Council should refer the situation in Gaza to the ICC Prosecutor. The Mission recommends that the same independent expert body also report to the Security Council on proceedings undertaken by the relevant Gaza authorities with regard to crimes committed by the Palestinian side. As in the case of Israel, if within six months there are no good faith independent proceedings conforming to international standards in place, the Council should refer the situation to the ICC Prosecutor.Somehow, on the way to Gaza, the mandate of the Goldstone magically changed to one of fact-finding to one authorized to go much further.

Israel is convicted and ordered to make amends. Never once is the other side held accountable. That would be "blaming the victim." And as every one knows, the perfidious Jews have a malicious character and must be brought to book. That Judge Goldstone is a Jew only lends the entire farcical exercise added credibility in the eyes of Israel's enemies.

Hamas is mentioned 362 times.
* There is no mention of Sderot (the southern city in Israel that has endured thousands of rockets over 8 yrs)
* There is no reference to Kassam rockets (though there is a reference to 'crude rockets')
There is an ENTIRE section titled: �Impact on civilians of rocket and mortar attacks by Palestinian armed groups on southern Israel�.
Here is a quote on rockets:

Here is quote on Sderot and the impact of the rockets:

At that point, I was addressing the UN Resolution as opposed to the report itself.
