Disorderly disorder

I found the following article fascinating:

"Gaza militants condemn disorder"The main Palestinian militant groups in Gaza have issued a joint statement calling on the government to end lawlessness in Palestinian territory.

These militant groups sound so noble and everything. But then you read the next 2 paragraphs:

The statement condemned the recent abductions of foreigners and attacks on government buildings in the area.

On Wednesday, two Egyptian soldiers were killed after militants bulldozed through Gaza's border fence with Egypt.

If the "militants" really want to stop the disorder wouldn't it seem they could simply refrain from engaging in any disorderly conduct?
