Helping hube on Israel

Munuvian Hube from Delaware of the The Colossus of Rhodey wrote to me:

Dave knows me from our blogging cross-ventures and I once asked for his assistance in a blog debate I had with a fellow Delaware blogger by the name of Dana Garrett. I am hoping you both -- and anyone else you know -- could assist me further.

Garrett once again has stood by his assertion that in 1976, the UN Security Council proposed a resolution to offer Israel FULL diplomatic recognition by Arab states (this resolution was followed by an Arab League offer of same in the 1980s) if Israel withdrew to pre-1967 borders. I still have not found any evidence for this claim, nor have others I have asked. So I ask -- do either of you know ANYTHING about these? Is there anyone you know who might? Or do they just not exist at all so it's futile to search?

Garrett has also publicly challenged me to a debate (we both live near one another in Delaware) on US policy in the ME, specifically how the US has not been "even-handed" regarding Israel and the Palestinians. Since I never claimed that US policy *has* been "even-handed" a debate is probably moot. Of course, I believe it shouldn't be "even-handed" b/c the Palestinians and surrounding Arab states continue to refuse to recognize Israel and its right to exist, and their refusal to renounce terrorism. Garrett, of course, feels differently. (Hell, he claimed that Israel "provoked" the major wars that Israel was engaged in in '48, '67 and '73.)

There are three Security Council Resolutions dealing with Israel in 1976:

390, 396, and 398.
All of these contain the boilerplate of following 242, 338 etc. But none specifically spell out that the Arab world recognize Israel if Israel retreated to its 1967 borders.

I found a General Assembly Resolution, 31-15, also from 1976. It is very clear in laying out responsibilities to Israel but assigns no responsibility to the Arabs. GA Resolution 31/61 again blames Israel and demands nothing of the Arab states.

Is anyone aware of the resolution that Hube's debate partner is referring to? Does Dana Garrett have the wrong year? Or is he totally wrong.

Finally, even if Garrett is right about such a UN resolution, Dr. Jeane Kirkpatrick wrote an excellent summary of how the international organization subverted international in the service of legitimizing a terrorist organization, "How the PLO was legitimized. (pdf)" The UN has no credibility when it comes to Israel.
