A Performance Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict
In Phase I, the Palestinians immediately undertake an unconditional cessation of violence according to the steps outlined below; such action should be accompanied by supportive measures undertaken by Israel.

Mr. Abbas has been critical of Hamas and other Palestinian factions for the recent attacks, and he noted that the armed groups agreed among themselves to refrain from firing at Israel in talks held six months ago.

Humanitarian Response

So Abbas criticizes Hamas, throws his hands up, claims that Israel's response is hurting peace and it's treated as a step in the right direction, but Israel undertakes a rather large humanitarian effort and it's largely ignored. (Actually no Israeli papers seem to have reported it, nor can I find this year's effort at the IDF website, though last year's effort to allow UNRWA donated food through is up.)
