Improvements to CHART

CHART (I think it stands for Chesapeake Highway Alert Response Team) has recently been upgraded. The new interactive mapping has been greatly improved. (Only problem is that you have to change the view from the drop down list in order to bring up which view you want to see. There's no "GO" button.) Now if Governor Ehrlich can get started on the ICC he'd have a perfect record in transportation!
