Sign #3720 that the truce isn't working

From "Abbas Delays Elections as Hamas Cries Foul":

Hamas accused Abbas of stonewalling but said it would continue to honor an informal cease-fire with Israel. No new date was announced for the election, which was originally scheduled for July 17.

via Yourish, Qassam attack on Sderot:
Hamas claimed responsibility for a Qassam rocket attack on the southern town of Sderot Tuesday, calling it a response to confrontations between Israeli police and Palestinians at the al Aqsa Mosque on the Temple Mount during yesterday's Jerusalem Day celebrations.

Regarding the first story, why is it that Abbas's machinations would have any effect on whether or not Hamas would observe the ceasefire?
